Germany’s regulatory authority, GGL, has implemented a tiered betting limit system for licenced online slots, replacing the previous flat one (€1 per round). This new approach, introduced this July, envisages individual game caps for different demographic segments.

In line with the revised guidelines, gamblers’ age and behaviour influence the maximum stake per round:

  • for players under 21, the €1 cap persists;
  • clients aged 21+ can wager up to €3 per spin in digital slots;
  • сustomers who have shown no signs of ludomania for 90+ days are permitted to bet €5.

The €1 limit was implemented in 2021, with the official opening of Germany's regulated iGaming market. Since then, business owners have repeatedly voiced concerns that this low cap discourages users from engaging with licensed platforms, often prompting some to switch to illegal offshore alternatives.

Tackling the Grey Segment

Simon Priglinger-Simader, the DOCV’s VP and Entain’s Senior Regulatory Affairs Manager, warmly welcomes the new tiered approach. He regards the limit adjustments as a positive development for the country’s legal online gambling sector.

However, local debates continue. According to the GGL’s 2025 report, the licensed segment accounts for 77%, but domestic operators dispute this, stating that the actual share is lower. Additionally, the regulatory body is now analysing how the 2021 Interstate Treaty has affected the industry.

Meanwhile, the DOCV, a national union of online casinos, urges reforms to the Criminal Code to address illegal activities. The association’s representatives point out that current provisions in the law are obsolete, having been enacted before the rapid expansion of digital gambling. In terms of cross-border web services, the existing regulations are insufficient.
