Jamaica’s Authorities Approve Regulations for the Ground Gambling Segment

Approved Document’s Key Details

The initiative outlines clear market requirements, including:

• a fixed tax system;
• strict reporting duties;
• a transparent licensing process;
• the presence of internal dispute resolution mechanisms;
• restrictions preventing vulnerable individuals and minors from participating in gambling.

To bolster its authority, the state’s regulatory body, CGC, signed a Memorandum of Understanding with the Financial Investigations Division.

This collaboration’s primary objective is to improve anti-fraud efforts and to ensure that the land-based gambling sector is as safe as possible for all participants. The deal’s parties plan to exchange valuable information and address compliance challenges.

While rules for overseeing the digital segment are still incomplete, the local authorities' representatives are actively including this vertical in their discussions on the industry expansion strategy.

Market Launch: Expectations

During the debate, Dr Elon Thompson, a national senator, stated that the initiative seeks to strike a balance between drawing investment and ensuring responsible supervision. Kamina Johnson Smith, another legislator, added that the regulation will lay the groundwork for operational integrity and gamblers’ well-being.

To improve transparency and enhance the client experience, the CGC will soon significantly update its procedures. The Commission intends to adopt international standards to prevent financial crimes.

The country’s 1st legal land-based gambling facility is expected to be located at Hanover’s Princess Grand Jamaica complex. This entertainment project, implemented by Princess Hotels and Resorts, is already estimated to cost over $400 million.
