Lithuania’s Gaming Control Authority has released its financial report for the 1st half of 2025. As indicated in the document, the state’s gambling sector achieved GGR of €131.5 million between January and June, representing a 13.4% increase compared to the previous year.

Gambling sector in Lithuania: H1 2025 profit

The country offers a wide assortment of entertainment options, including slots, lotteries, sports betting, and much more. All gambling niches experienced steady growth in H1 2025.

Let us examine how revenues are distributed across key verticals:

Casino Segment

The online niche showed the most impressive results. The total profit generated by web portals (both gaming and wagering) surpassed €96 million. The greatest part of this income was derived from digital slots.

Online GGR results were as follows:

  1. Category A reel titles (without a fixed prize limit) amounted to €64 million, representing a 20.4% increase compared to the previous year.
  2. Category B content (with restrictions on bets and payouts) registered €1.2 million, reflecting a 34% YoY decline.
  3. Table simulators generated €9.2 million, signifying a 36.4% rise relative to the same reporting period in 2024.

Ground casino venues demonstrated modest results: in the 1st half of 2025, Categories A and B slots brought €8.1 million (a 2.5% increase) and €14.8 million (a 2.8% upsurge), respectively. At the same time, table games declined by 5% to €7.6 million. Although the percentage growth is moderate, it still indicates a recovery of the land-based segment following a long period of stagnation.

Sportsbook Niche

Digital wagering portals increased their profits by 10.5% YoY. The overall volume of the online betting market reached €21.3 million in H1 2025.

The land-based vertical also saw revenue growth, with earnings rising by 11.6% to €4.8 million. However, the total handle declined. Additionally, the regulator’s report indicated a drop in the number of licensed operators nationwide, with only 9 active brands in Lithuania as of July 2025.

Lottery Vertical

Despite strong rivalry from digital casinos and sportsbooks, the national prize-draw segment remains resilient and continues to grow steadily. In the 1st half of 2025, the sector’s profit reached €36.7 million, reflecting a 10.6% increase compared to 2024.

Ticket sales upsurged by 8.2%, amounting to €54.5 million, while overall turnover rose by 14.1%, achieving €80.8 million. The regulatory authority also reported a boost in payouts to punters: winnings totalling €44.6 million, representing a 17.1% increase, were claimed.

Tax Contributions

The volume of fiscal charges allocated to the state treasury for the 1st half of 2025 amounted to €41.68 million.

The pool consists of:

  • €14.71 million — commissions from lottery organisers;
  • €26.97 million — fees from casino operators and bookmakers.

New Marketing Regulations for Gambling Services

Casino advertising in Lithuania: new rules

Since July, the country's government has implemented several legislative restrictions concerning the promotion of real-money games and betting activities.

The innovations encompass the following measures:

  • sponsors are not allowed to request clubs and leagues to wear their logos and names;
  • the duration of internet, television, and radio marketing materials is restricted to 15 seconds;
  • promotional content is not permitted to include direct links to gambling websites;
  • external advertisements, with the exception of headquarters and ground venues, are strictly prohibited;
  • the maximum airtime for slots is limited to 3 displays between 6 am and 6 pm, and 2 from 8 pm to midnight;
  • the minimum age for online customers has been elevated to 21 years, with an exception made for lotteries.

Additionally, the regulator has indicated that the promotion of niche entertainment will be entirely prohibited by 2028.
