iGaming Ontario (iGO) has released its annual report on the province’s regulated digital gambling sector. The document shows that the legal online segment achieved a record handle of C$98.3 billion (more than US$72 billion), marking a 26% YoY increase.

In 2025, authorised gambling brands reported non-adjusted GGR exceeding C$4 billion ($2.9 billion), reflecting 34% growth compared to 2024.

The strongest contributions to this upturn came from the online niches, namely:

  • casinos;
  • sports betting;
  • P2P poker rooms.

iGO’s calculations were made prior to the introduction of the 20% tax. Hence, the province generated roughly C$807 million in fiscal profit for 2025. After covering obligatory fees, operators’ net earnings stood at approximately C$3.2 billion.

Since the launch of the legal market in April 2022, licensed portals have generated revenues surpassing C$10 billion. In under 4 years, this sum has delivered around C$2.04 billion in tax contributions for the region.

The reporting period marked the strongest performance in the sphere’s history, with December posting record results. Total wagers reached C$9.5 billion, up 21.5% from 2024, while GGR climbed to C$425.4 million, up 57.3%.

By year-end 2025, the number of active accounts stood at 1,267 million, reflecting a 24.5% YoY increase. Average profit per customer also hit a new peak, skyrocketing to a whopping C$334, up 27%.

Revenues and Total Wagers in Different Verticals

Over the past year, 3 digital segments have gained strength in the province, shaping the market's overall structure and dynamics.

Online Casinos

December 2025 became the most significant month for this niche. Operators processed approximately C$8.3 billion in wagers, representing 87% of the total web volume of C$9.5 billion and setting a new industry record.

Throughout the year, the digital casino share consistently remained above 83%, peaking at 89% during the summer. This vertical also led in non-adjusted revenues: in December, it generated C$320.5 million, accounting for roughly 75% of the market’s overall amount.

Sports Betting

The bookmaker niche remains relatively modest in scale but continues to demonstrate consistent expansion. Monthly handle typically approaches C$1 billion, with December reaching a new peak of C$1.09 billion.

This result accounted for 11% of the overall market volume, though it was 4% lower YoY. By the close of 2025, total stakes across multiple athletic disciplines surpassed C$12 billion.

In terms of non-adjusted GGR, sportsbook operators reported C$102 million in November and C$99.1 million in December. The latter figure represented a 150% YoY increase, driven by the outcomes of the NFL and other major sporting events.

P2P Poker Rounds

The segment continues to function with liquidity restricted to Ontario. In December, total handle reached C$141 million, while operator revenue amounted to C$5.8 million. This accounted for approximately 1.4% of the industry's overall volume.

At present, 48 licensed gambling operators run 82 digital portals across the region. The financial performance of OLG, Ontario’s lottery corporation, is not included in iGO’s reports.

Among the most notable transformations of 2025 were the launch of DraftKings’ Golden Nugget online casino and the withdrawal of the Betiton, Fitzdares, Magic Red, and Wildz platforms. Nevertheless, industry analysts project the number of active operators in the province to return to 50 in the near future.
