Philippines’ Regulatory Authority Reports Record-Breaking NGR Upsurge

From January to September, the regulatory body, which oversees and operates casinos and lotteries, generated PHP 14.32 billion. This sum represents a 49% increase from PHP 9.63 billion earned during the same period in 2024.

Revenue Growth Driven by Digital Transformation

The organisation’s total profit rose to PHP 84.09 billion, marking a 5.8% YoY upsurge. The previous amount was PHP 79.43 billion. Gaming remained the main source of income, bringing in PHP 75.93 billion. Additionally, other services and business verticals contributed PHP 8.16 billion.

During the first 9 months of 2025, the regulator’s total contributions to the Philippines’ development initiatives grew by 11%, increasing from PHP 48.88 billion to PHP 54.26 billion.

Main allocation fields:

• PHP ​​36.06 billion — sent to the National Government in accordance with Decree No. 1869;
• PHP 11 billion — contributed to civic projects, including transfers to the President’s Social Fund;
• PHP 3.79 billion — paid under the franchise fee campaign;
• PHP 609.87 million — provided as corporate income tax to the country’s Bureau of Internal Revenue.

The regulatory body is also obliged to support the following organisations financially:

• Sports Commission — PHP 1.80 billion, reflecting an 8.66% increase;
• athletes and coaches — PHP 26.54 million, under an international achievement incentive programme;
• Board of Claims — PHP 142.42 million;
• Renewable Energy Trust — PHP 201.47 million;
• municipalities hosting Casino Filipino’s facilities — PHP 508.20 million.

Mr Tengco underscored that every peso earned by the regulator benefits the community and is reinvested in various educational programmes, healthcare initiatives, disaster relief efforts, and other important social projects. The main objective is to maintain and increase this funding by implementing a responsible strategy for the sphere’s development.
