New Requirements in the Gambling Sphere

3. Offering incentives to encourage ongoing play is prohibited: no bonuses, alcohol, or gifts should be pledged for losses or after a user has chosen to stop.
4. Operators are obliged to publish information regarding the risks of developing ludomania and provide contact details of entities that can offer assistance.

The Ministry states that the order will take effect following its formal publication, giving gaming companies time to prepare to comply with the new requirements. The department also advised everyone to contact the PlayCity national regulatory body if any violations occur.

As a reminder, the country's treasury lost approximately UAH 20.1 billion (roughly $487.5 million) in taxes in 2024 due to illicit gambling schemes, and UAH 10.2 billion (around $247.4 million) in 2025. Therefore, the government considers new strategies for overseeing the amusement sector critical, particularly as it seeks to tackle ongoing challenges within this industry.

Other Important Updates in the Local Market

According to the Ministry’s recent press release, amendments to the state's licensing rules are currently underway. PlayCity will soon begin issuing permits to international market participants.

Since 2024, the licensing process has been halted due to the previous regulatory authority's inefficiency. As for now, applications for new gambling certificates, valued at nearly UAH 50 million, are awaiting review, and this figure is projected to grow.

The fresh standards specify the following:

1. Tighter requirements, including a flawless business reputation for operators. These apply to both future certificate owners and existing licensees. The latter have 2 months to submit proof of adherence to the new rules to PlayCity. Non-compliance will lead to fines or permit revocation.
2. Expansion of the State Online Monitoring System’s tech capabilities. The Tax Service will gain greater access to directly verify the financial performance of niche companies and the timeliness of fiscal payments. This measure will help ensure a steady and predictable revenue influx to the local treasury. The initial list of the System is expected by the end of this year.

The Ministry is actively working on developing guidelines for the proper functioning of the gambling sector, thereby shaping the country's policy in this field.

The office’s main priorities include:

• eliminating illegal activities;
• establishing a lawful gaming and lottery market;
• generating substantial profit through taxes and licensing fees.

These funds are intended to support the country’s Defence Forces. All mentioned initiatives are anticipated to boost the amusement sphere and provide numerous advantages for the nation as a whole. The new regulatory authority plans to collaborate closely with the state’s residents, taking into account their needs and preferences.
