Once this stage is completed, the product will move to official launch. Licensed operators will then have a 6-month transition period to adapt their platforms and connect to the registry.

Nuances of the System Trial Phases

The details of the SOGMS implementation procedure were outlined by:

• Natalia Denikeieva, the Deputy Minister for Digital Economy Development at Ukraine’s Ministry of Digital Transformation;
• Gennady Novikov, the Head of PlayCity.

They noted that the contractor was chosen via a competitive tender, with the project scheduled for implementation within 13 months.

This timeframe allowed the work to be divided into 2 key phases:

1. Production. Development of a standalone IT solution incorporating the core functionality outlined in the offer.
2. Refinement. Comprehensive testing of the finished system and expansion of integrated administrative services.

The 1st version of the SOGMS began operating in pilot mode on December 31, 2025.

According to Mr Novikov, the government has designated the national platform “Diya” as the system’s administrator. The portal’s technical capacity and staff expertise are sufficient to support the project and guarantee the highest level of protection. The team is currently working to set up the most direct and convenient contact for the SOGMS transfer, brief testing, and commissioning.

The countdown for gambling brands to join will commence once the service is officially launched. Although the system is already collecting and analysing information properly, no definitive deadline has yet been established for completing this stage.

SOGMS’ Core Functionality

The primary purpose of the SOGMS is to gather and process data provided by licensed gambling operators. Industry representatives in Ukraine already employ software that monitors the flow of funds in both the national currency and in-game units such as chips or other elements. With the introduction of the new tracking instrument, the country gains an additional channel for aggregating and processing these records.

At the initial stage, the digital solution will monitor the core aspects of transactions, covering the full cycle of operations from deposits to withdrawals.

Reports generated by the system will be submitted to:

• the State Tax Service;
• the Economic Security Bureau.

The primary goal of these measures is to combat financial crimes, with a particular focus on money laundering. In the subsequent stage, the system will monitor the flow of funds once they are converted into in-game equivalents. According to PlayCity’s Head, this data will enable a more precise evaluation of the industry’s structure and ensure that niche activities remain transparent and secure.

The tender for the 2nd phase of development will be announced following the official rollout of the SOGMS’ 1st version, which is anticipated to launch in autumn 2026.
