Wisconsin Plans Statewide Online Sportsbooks Through Tribal Casinos

Wisconsin Plans Statewide Online Sportsbooks Through Tribal Casinos

26/05/2026

Wisconsin is preparing to launch a regulated gambling industry after Governor Tony Evers signed legislation allowing mobile sports platforms connected to Native American communities. The decision places the state among the growing number of US jurisdictions developing the online sports betting sector.

Main Principles of the New System

Online sportsbook business in Wisconsin

The approved initiative includes several key provisions that differ from those in effect in other regions of the United States.

The conditions for the Wisconsin market are as follows:

  1. Tribal connection requirement. All online platforms must remain linked to gaming venues operated by federally recognised Native American communities.
  2. Technical processing specifications. Mobile stakes will only be valid if transactions are handled by servers physically located on indigenous territory.
  3. Additional approval procedures. Although the legislation has already been signed, digital sportsbooks cannot launch until revised agreements are completed with all 11 regional tribes.
  4. Remote access structure. Residents will be able to place sports wagers from anywhere in the state while the central infrastructure remains on indigenous lands. A similar approach is already functioning in Florida.

At the moment, legal sports betting in Wisconsin is available only at physical casino locations operated by Native American communities. The updated approach significantly broadens access by introducing statewide mobile wagering within the tribal framework.

Strong Support from Indigenous Groups

The proposal gained full backing from all 11 federally recognised сommunities in Wisconsin. Their approval became one of the main factors behind the governor’s decision to sign the bill.

In a collective statement, tribal leaders explained that they aim to strengthen sovereignty, preserve their position as the state's primary iGaming operators, and establish a mobile betting framework that benefits all involved nations.

Representatives of indigenous groups also saw the initiative as an opportunity to improve regional economic development. According to local leaders, additional revenue from digital wagering could support public programs and community projects.

Part of the expected income may be directed toward:

  • mental health initiatives;
  • opioid crisis response programs;
  • regional economic development campaigns.

Under existing agreements, Native American casino facilities already contribute part of their income to the state budget.

In 2024, these payments exceeded $66 million and supported:

  • local public services;
  • tourism programmes;
  • economic growth projects.

Industry Concerns and Criticism

Despite bipartisan political support, the legislation faced opposition from several organisations and commercial firms.

Major brands such as DraftKings and FanDuel, represented by the Sports Betting Alliance, argued that the financial conditions could reduce profitability for external businesses. Current federal rules require that up to 60% of tribal gaming revenue remain within Native communities. According to critics, maintaining this principle in the online segment could limit the commercial attractiveness of the local gambling sector.

The state’s Institute for Law and Liberty also opposed the proposal. Representatives of the organisation claimed the legislation may provide exclusive advantages to indigenous casino operators and create monopolistic conditions.

Additional criticism came from conservative groups and anti-gambling advocates who opposed further expansion of legal wagering in general.

Upcoming Development Plans

Discussions on the system's technical structure continue among stakeholders. Mr Evers stated that the approved model should guarantee equal participation and fair opportunities for all tribes involved in the process.

According to the governor, cooperation between Native American communities will remain more important than short-term financial competition. He also encouraged parties to focus not only on economic benefits, but also on principles such as solidarity, respect, and shared responsibility.

The launch timeline for online sportsbooks will depend on how quickly updated tribal gaming agreements can be negotiated and approved at the federal level.
