Alberta Actively Prepares to Open Its iGaming Sector: Rules and Deadlines

The Alberta Gaming, Liquor and Cannabis (AGLC) Commission has released updated guidance and direction on licensing requirements for digital gambling portals and the transition of user accounts.

The authority has established clear deadlines for private websites operating in the shadow segment and already accepting bets from Alberta’s citizens. According to the new regulations, these portals and their affiliated brands must apply for a certificate and pay the obligatory fees by July 13th, 2026. After this deadline, all unlicensed wagering activities have to stop.

The requirements apply to multiple verticals:

  • bookmakers;
  • online lotteries;
  • digital casinos.

AGLC clarified that a deferment of up to 3 months may be provided in exceptional cases. To qualify, the operator must submit a plan to reach compliance and prove that earlier fulfilment of the obligations is not feasible. In such instances, the furthest licensing deadline is set for October 13th, 2026.

Alberta iGaming Corporation’s Function

It is important to mention that July 13th is not the official opening date for the regulated online gambling market. The revised guidance specifies that the Alberta iGaming Corporation will determine when to launch the niche. This division of AGLC is in charge of inking commercial agreements with operators and supervising the digital vertical on behalf of the province.

The Commission further emphasised that non-compliance with the established rules will make products and services ineligible for registration in Alberta. This provision is quite strict and could exert considerable pressure on business owners working in the shadow segment.

Domestic iGaming Market: Prospects

More than 55 operators have already shown interest in Alberta’s online sector. By March 17th, 9 companies had paid all obligatory licensing fees. AGLC is also actively monitoring promotional campaigns and overall market activity. Non-compliance with the regulations could substantially impact the sphere's current landscape.

For gamblers, the market opening means platform owners must settle or cancel all wagers, including futures bets, prior to the official launch date. Operators must refund consumers and provide detailed explanations about account closures and the transition to the new framework.

The selected approach somewhat resembles the model adopted in Ontario in 2022. Alberta’s government has examined this strategy and considered it suitable.

Spring marks the peak preparation period for the local regulator. Specifically, the iGaming Corporation is currently being established. Only once this process is finished will the 1st agreements be signed.

The pricing policy for the iGaming segment:

  • $50,000 — 1-time application fee;
  • $150,000 — annual registration levy;
  • just over 20% — effective tax rate for niche brands.
