Alliance of 7 States: Structure and Strategic Objectives

The national industry associations involved signed a memorandum of cooperation, forming an auspicious union. The document, signed by representatives of the 7 countries, was formalised in Belgrade during a gathering organised by Serbia’s AGOS with the participation of Bulgaria’s AOGGAB.

In addition to these 2 authorities, the new structure includes the following bodies:

• Bosnia and Herzegovina’s UPIS RS;
• North Macedonia’s MAK GEJMING;
• Romania’s ROMSLOT;
• Montenegro’s GPIS;
• Croatia’s HUPIS.

Together, the associations unite suppliers, operators, equipment developers, and technology providers across both digital and ground verticals. The Federation’s primary goal is to establish a uniform platform for coordinating policy, compliance, and commercial programmes — without substituting national organisations.

Pursuing Stability Amid Legislative Changes

The regional governments are under mounting pressure to revise gambling regulations due to rapid industry growth and the influence of neighbouring and international jurisdictions. Many countries have already launched or are planning significant oversight-related initiatives.

Some of the major changes:

1. Bulgaria — debating an increase in the minimum player age from 18 to 21.
2. North Macedonia — preparing to enforce tougher industry limits.
3. Bosnia and Herzegovina — planning to abolish a special VAT fee break.
4. Croatia — has rolled out a self-exclusion system for vulnerable groups.
5. Serbia — has unveiled a new gambling law permitting national licensed brands to offer large-pool jackpots.
6. Montenegro — engaged in disputes with tax officials seeking to amend the fiscal framework without sufficient evidence.
7. Romania — strengthened collaboration with local policymakers to ensure stricter user protection rules.
