This research covered both men and women aged 18 to 69 who had used entertainment services within the past 3 months. Conducted online, the study required participants to complete a detailed questionnaire lasting up to 20 minutes.
The findings were assessed utilising the Problem Gambling Severity Index (PGSI), a globally recognised benchmark for evaluating risky behaviour across different industry verticals. This metric is based on an analysis of real-money gaming content and player habits in 64 countries.
A survey of Ukrainian users revealed PGSI fluctuations between 0.85% and 1.03%, which indicates an exceptionally low risk level.
For comparison:
According to Alexander Kogut, the Association of Ukrainian Gambling Operators’ (AUGO) President, these figures are consistent with the findings of earlier research carried out by the Ministry of Health.
If the indicators suggest stability, why then the panic surrounding gambling addiction? In Mr Kogut’s opinion, certain market players deliberately exploit the media hype around illegal operators to their advantage. Fear and public outrage are fueling the push for new regulatory restrictions.
He noted that this scenario has already played out in several countries. The grey sector benefits from driving hysteria and portraying ludomania as widespread. In response, authorities often implement new bans and limitations. Consequently, the legal market becomes more constrained, while the shadow segment attracts new clients seeking easier access. Therefore, the core issue of gambling addiction remains unresolved.
As of now, around 53% of Ukrainian casino operators provide services without proper licensing. Industry analysts estimate that these illicit gaming brands generate approximately $1.8 billion annually, compared to $1.6 billion earned by authorised companies.
The AUGO’s members deliver up to 79% of the sphere’s total tax revenue, ensuring a stable and safe source of funding for the country. In contrast, unregulated portals deplete the national budget.
Mr Kogut stressed that indicators of problem behaviour will now be measured on a systematic basis. Preventive monitoring makes it possible to identify genuine market issues early and respond to risks promptly.
Ongoing assessment of audience activity enables:
The expert underscored that the AUGO seeks to ensure that key industry metrics are monitored and present an unbiased view. Tracking risky behaviour is essential to maintaining the sphere's overall reputation. The data clearly indicates that ludomania in Ukraine is largely a myth. Legal businesses are just looking for a fair chance to operate responsibly.
