Lithuania’s Gambling Industry in H1 2026: Remote Vertical Fuels the Upturn

• GGR grew by 6.2% from the 1st half of 2025 to €38.44 million.

Income to the local treasury from gaming and lotteries increased by 11.4% compared to the previous year, totalling €46.43 million.

Of that sum, casinos and similar establishments generated €30.67 million, while raffles contributed €15.76 million. At the time of the financial report’s publication, 12 closed joint-stock companies owned Lithuanian gambling permits.

Tightening Industry Oversight

As the sphere continues to grow, the supervisory authority is developing new control mechanisms. Earlier in 2026, the national Ministry of Finance’s proposal ignited heated debate over introducing cards for gamblers in both online and ground entertainment sectors.

These measures are planned to be implemented by January 1st, 2029. Every player will be assigned a physical identifier, allowing the regulator to monitor their activities across different gambling projects, with a particular focus on financial operations such as account top-ups and cash-outs.

The local market’s performance in the 1st half of 2026 clearly indicates an increasing shift towards remote content, which now makes up nearly 80% of total GGR, while traditional land-based gambling continues to decline slowly.
