New Zealand’s government has entered the implementation stage of legalising the iGaming segment. Currently, the authorities are accepting requests (EOI) from potential market participants.

The Department of Internal Affairs (DIA) intends to grant 15 certificates. The official opening of the legal online casino vertical is anticipated in 2027.

Application Process and Key Dates

The licensing procedure comprises 3 sequential phases. The initial stage commences with the official invitation to Expressions of Interest, effective from July 17th, 2026.

Key information about this phase:

  • Requests from prospective operators are submitted via GETS, the government’s procurement platform.
  • The deadline for providing preliminary papers is August 14th, 2026.
  • Each application must be accompanied by a non-refundable fee of NZD 19,000 (around USD 11,000).

Following initial document review and compliance checks, the 2nd step, an auction, will be held in September. The 3rd stage, involving submission of full-licence applications, will launch in October 2026.

  3. Scaling limitations. Each entity can apply for no more than 3 certificates in total.
