Main Figures from the Regulator’s Report

Here are the key financial achievements for the 3rd quarter:

1. Total profits for July–September slightly surpassed the 2024 result of SEK 6.68 billion.
2. However, quarterly market revenue declined by 4.4% compared to the end of Q2 2025 (SEK 7.02 billion).
3. iGaming e-commerce continues to be the primary income source, with GGR surpassing SEK 4.51 billion, marking a 3.5% YoY increase.

The remote sportsbook sector also demonstrated a moderate upward trend. Specialists ascribe the sluggish recovery to the lack of significant niche matches and tournaments this year, as 2024 featured the Olympic Games and the final stages of the UEFA Euro.

Offline Casino Segment: Controversial Situation

The main results in the land-based sector were as follows:

1. Offline slots and lotteries. Saw a 7.2% YoY decline in combined revenue, dropping to SEK 1.26 billion.
2. Social raffles. Experienced a modest increase of 0.5%, reaching SEK 822 million.
3. Bingo for national benefit. The niche remained steady with GGR of SEK 48 million, nearly identical to the 2024 figures.
4. Commercial gambling. Integrated locations bolstered their standing, totalling SEK 67 million in turnover and showing a 3.1% growth.

Q3 2025 marked the 1st time in the history of Sweden's legal market that Casino Cosmopol, a land-based venue operated by Svenska Spel, reported no income. The entertainment facility was closed in April, a few weeks after the country’s deputies decided to abolish offline gambling. Ground casinos will be formally banned starting January 1st, 2026.

Prohibition on Betting with Credit Cards

A comprehensive forbiddance on accepting deposits from loan-related sources at digital gaming and sports betting sites is about to be implemented. While gamblers already cannot utilise borrowed money to wager on certified platforms, the state’s lawmakers are advocating for further changes.

Starting April 1st, 2026, all local licensees and related industry stakeholders will be banned from passing transfers for any format of credit obligation. This provision will be applicable to bank overdrafts and loan agreements used for betting.

Furthermore, operators will be forbidden from advertising 3rd-party money-lending services. However, the draft law includes some exceptions, for instance, licensed companies that conduct gambling for the national good, like charity raffles.
